-인도 정부 포스코에 제철소 건설 사업 “결단 내려라” 압박

포스코가 인도에서 추진 중이던 13조원 규모의 제철소 건설 사업인 “오디샤 프로젝트”와 관련해 또 다른 장애물을 만났다.
26일 인도 현지 보도에 따르면 인도 오디샤 주 정부의 고위 간부가 포스코의 오디샤 프로젝트에 대한 소극적인 자세에 대해 비난했다고 한다.
이는 지난달 인도 현지 언론에서 포스코가 오디샤 주에서 진행중인 제철소 건설 프로젝트 사업을 중단할 것이라는 보도가 나온 이후에 나온 것이다.
해당 간부는 최근 현지 언론과의 인터뷰에서 “포스코는 제철소 건설을 진행 할 것인지 중단할 것인지에 대해 분명하게 결정을 내려야 할 것” 이라고 경고했다.
포스코는 오디샤 프로젝트와 관련해 주정부의 공식적인 입장을 받은 것은 아니라고 일축했지만, 지난 달부터 흘러나오는 사업에 대한 불협화음으로 인해 곤란을 겪고있다.
포스코와 오디샤 주 정부간의 제철소 부지와 관련된 것이 논란의 핵심이다.
IDCO 오디샤개발공사는 우리나라로 치면 토지개발공사 같은 기관으로, 주정부에 지시를 받아 토지를 정리해 포스코에 넘겨주는 역할을 담당하고 있다.
IDCO에서 1,700에이커 (제철소 전체부지 2,700에이커)에 대해 리스계약을 체결하자고 계약금 7억 3천만 루피(약 1,200억원)를 납부해달고 한 건인데, 포스코는 2, 700에이커 토지를 한번에 계약하길 원하고 있는 상황이다. 따라서 이에 계약금을 내지 않으면 IDCO에서 토지를 회수하겠다고 push를 하고 있는 상황이라고 포스코측은 밝히고 있다.
양 측은 합의 점을 찾지 못해 끝없는 줄다리기를 하고 있는 상황.
현재 1,000 에이커의 땅에는 원주민들이 거주중인 상태인 것으로 알려졌다.
포스코에 대한 압박에 현지 언론이 가세 하며 포스코의 입지는 줄어들고 있는 상황 속에 현지 언론은 포스코가 10년간 준비해 온 이 사업에 흥미를 잃어가는 중이라며 적극적이지 못한 태도에 실망감을 나타내고 있다.
포스코는 올해 1월 인도 전역 소재 ’광산 개발권 경쟁 입찰 시행령‘ 실행 후 따라, 포스코가 가지고 있던 단독 광산 개발권을 잃었던 아픈 경험이 있다.
인도 광산 개발 사업과 관련 일련의 암초에 부딪히자 권오준 포스코 회장은 최근 모디 인도 총리와의 면담에서 오디샤 프로젝트를 차질 없이 진행할 수 있도록 인도 주정부의 협력을 요청한 것으로 알려졌다.

POSCO’s troubled $12 billion steel mill project in India appears to have hit a snag as the steelmaker and an Indian local government are in dispute over payment for its construction site.
According to Indian news reports, a high-ranking government official said POSCO had shown unclear intentions about the project that has remained idle for 10 years.
“POSCO must clarify its intention whether it wants to set up the plant or not,” Indian Steel and Mines Minister Prafull Kumar Mallick was quoted as saying by Indian media on Sunday.
POSCO said it has not received any official statement from the state government on the matter.
The bone of contention is the payment issue between a state-run land company and POSCO.
The state-run Odisha Industrial Infrastructure Development Corp. has been demanding POSCO to pay 730 million rupees ($11.4 million) for a 1,700-acre plot of land. The Odisha government is demanding payment for what is only part of the 2,700 acres allotted for the steel mill.
With a significant chunk of the site still out of reach, POSCO is maintaining that the due payment will be made once the entire plot is made available. POSCO said the remaining 1,000 acres of land are currently unavailable due to people still residing there.
Local reports accused POSCO of losing interest in the 10-year-old project following a regulation change earlier this year.
In January, POSCO lost its exclusive mining rights after the Indian government issued an ordinance that requires all mining licenses to be issued via auctions. POSCO’s original agreement with the Odisha government in 2005 states that the steelmaker would build a steel plant with a 12 million-ton yearly production capacity in return for a mining license for 600 million tons of iron ore.
Despite the continued backlash from residents and slow progress, POSCO maintains that it is fully committed to the project.
“For us, India has a very high marketability,” a POSCO spokesman said Monday. “We do not want to be seen as pulling out from the project and we don’t have any intention to do so.”
