Korean builders expected to win $11b refinery plant project in Kuwait

Global consortiums consisting of three Korean leading builders are expected to win an $11 billion order to build a refinery plant in Kuwait.

According to sources, the consortiums, formed by Hanwha Engineering and Construction, Daewoo Engineering and Construction, and Hyundai Heavy Industries, offered the lowest bids for three projects at the Al-Zour refinery tendered by state-owned Kuwaiti National Petroleum Co.

“We have a good chance of securing the project as we offered the lowest price,” a Hyundai Heavy Industries official said.

He added that it might take several months to strike a deal after negotiating the price.

The combined cost of a total of five projects at the refinery, which will produce 615,000 barrels a day, will be around $14 billion.

Hanwha E&C, which formed a consortium with Spain’s Tecnicas Reunidas and China’s Sinopec, offered $4.81 million for the biggest project, which will involve building distillation, desulfurization and water treatment facilities.

Hyundai and Daewoo, which teamed up with U.S. engineering construction company Fluor, proposed the lowest price for the second project.

For the third project, which involves building power facilities and other infrastructure, the consortium of Hyundai, Daewoo and Fluor offered the lowest bid of $3.36 billion.

If the consortiums strike a deal, the three Korean construction companies are expected to earn some $5 billion.
