Indictment of ex-prosecutor over indecency suspended

Prosecutors on Tuesday suspended the indictment of a former top prosecutor on this southern island who had been accused of indecent exposure.
  

Kim Soo-chang, the former chief of the local prosecutors' office, was charged with masturbating in public near his residence on Jeju Island on Aug. 12.
   
The Jeju District Prosecutors' Office, however, said it has accepted a jury's decision to suspend the case on condition that Kim, 52, seek psychiatric treatment.
   
"Kim didn't target anyone in particular and committed the acts at night where he could not be easily seen," prosecutors said.

"Witnesses and a closed-circuit TV footage have confirmed that, at the time of his arrest, Kim didn't know someone had been watching him."
   
A psychiatric assessment showed that Kim has "sexual predilection disorder" that made him release anger in an inappropriate manner, prosecutors said, adding that Kim is unlikely to repeat the same offense and is instead recommended to seek at least six months of psychiatric treatment.
  
The witnesses and their families also wished leniency on Kim, prosecutors added.
   
In South Korea, public indecency typically calls for a prison sentence of up to a year or a fine up to 5 million won (US$4,491).
  
Prosecutors had asked a jury comprised of 13 citizens to deliberate on the case as a preemptive measure to avoid blame in case the senior official receives light punishment.
  
Eleven of them showed up to meetings and agreed to have the case suspended on grounds that Kim seek treatment.
  

Kim initially denied any wrongdoing, saying the police had mistaken him as the suspect. He later admitted to his offense and apologized through his attorney. (Yonhap)
