미국 남부 루이지애나州가 현대차 제 3 공장의 유치전에 뛰어들었다.
루이지애나 주지사이자 최근 워싱턴 포스트가 선정한 2016년 미국 대선 공화당 유력후보 6위에 오른 바비 진달은 화요일 현대차 양재동 사옥을 방문하였다. 정몽구 회장은 만나지 못했지만 정진행 사장을 만난 것으로 알려졌다.
진달의 방문이 눈길을 끄는 이유는 현대차가 제3의 미국 공장을 지을 것이라는 업게 소식이 공공연하게 떠돌고 있기 때문이다. 현대는 작년에 미국에서 차 720,783대를 팔아 전년대비 3%의 매출신장을 기록했으나 시장 점유율은 오히려 4.6%로 전년대비 0.3 %p 하락을 기록했다.
이에 대해 현대차 미국 법인 사장 대이브 주코브스키는 공급 부족을 원인으로 지목한 바 있다. 그는 작년 코리아헤럴드와의 인터뷰에서“현대차의 신장은 무서울 정도이지만 글로벌 공급량이 부족하다. 시장의 수요를 다 충족시키지 못하는 지경이다,”라고 밝혔다. 현대차의 올해 목표판매량은 745,000대이다.
멕시코 당국이 자국에 생산시설을 갖추지 않은 자동차기업에 엄격한 관세를 부여하겠다고 공언하며 한때 멕시코에 공장을 지을 것이라는 전망이 나왔다.
그러나 2012년에 GM의 생산시설에 폐쇄된 이후 가중된 실업 문제에 시달리고 있는 루이지애나가 만만치 않은 어필을 했을 것이라는 전망이다. 진달은 아시아 투어 전, 사무실을 통해 루이지애나에 사업적인 관심이 있는 기업들을 만날 것이라고 공언했다.
일단 루이지애나는 이미 현대와 기아차의 공장이 있는 앨라배마와 조지아에서 가깝다. 이는 협력업체들과의 거리도 가깝다는 것을 의미하는 것으로 시너지를 기대할 수 있다는 평이다.
또한 작년에 진달 주지가사 1,500여개의 일자리를 창출하는 엘리오 모터즈에게 10년간 임금의 13%를 리베이트 해주는 파격적인 절세혜택을 주었음을 감안했을 때 이미 앨라배마에 3,200개의 일자리를 창출한 바 있는 현대에게 더욱 큰 패키지를 제안했을 가능성이 있다.
현대차 관계자는 이번 사안에 대해 “(진달 주지사가) 비즈니스 목적으로 왔다면, 우리 (현대차)와의 입장과는 상관없이 여러가지 이야기를 하지 않았겠나“라고 밝혔다.

The U.S. southern state of Louisiana this week stepped up its push to get Hyundai Motor build a plant there to help create jobs and boost the local economy.
On Tuesday, Louisiana state Gov. Bobby Jindal visited the world’s sixth-largest carmaker’s headquarters to meet with Hyundai Motor president Chung Jin-haeng in southern Seoul to discuss the deal in further detail.
Industry watchers said there was a high possibility of Hyundai meeting Louisiana’s demands, since Hyundai is in need of increasing production in North America, while Louisiana is pressed to fill in the vacuum proposed by the shutdown of GM plant there.
A Hyundai Motor spokesperson tried to downplay the meeting, saying that things have to be decided.
In the U.S., Hyundai and Kia sold a combined 1,255,962 cars last year, down about 0.4 percent from 2012. The company’s U.S. market share suffered a decline to 8.1 percent, down about 0.6 percentage point from 2012.
Dave Zuchowski, CEO of Hyundai Motor America, blamed it on a supply shortage.
“Hyundai is growing very fast, but production on a global basis is very constrained. We haven’t been able to build as many cars as the market has demanded,” he said in his interview with The Korea Herald last year. Hyundai set this year’s sales goal at 1.3 million.
Mexico, as previously reported by The Korea Herald, also has emerged as a possible locale for Hyundai’s third plant.
Louisiana, however, may have a better shot, as its capital Baton Rouge is less than 600 kilometers from Hyundai’s Alabama plant and 700 kilometers from Kia’s Georgia factory.
“The proximity of Hyundai’s Alabama and Georgia plants may work as a sweetener in the deal, since it could create synergy among the plants and subcontractors by reducing logistics and other matters,” an observer said.
Louisiana is currently said to be desperate to find an investor after General Motors’ plant shut down in 2012.
Jindal, who was placed sixth on the Washington Post’s list of potential Republican presidential candidates for the 2016 election, is expected to have offered a generous incentive package to Hyundai, including tax and other monetary incentives.
This can be derived from previous deals, such as with For Elio Motor, which is expected to hire 1,500 people in the area by 2015. Louisiana has reportedly given tax breaks including a yearly payroll rebate of 13 percent to Elio Motor. Considering Hyundai’s Alabama plant would create more than 3,200 jobs, the offer may have been large, the sources said.
Jindal’s office earlier said that the governor and his team were meeting with leaders of companies, most of which are considering projects in Louisiana.
