연예병사 제도, 논란 끝에 결국 폐지

특혜 논란에 휩싸였던 연예병사 제도가 결국 폐지되었다.

국방부는 18일 “"국방홍보지원대에 대한 감사 결과 후속 조치로 (연예병사 제도) 폐지를 결정했다”고 밝혔다. 이로서 지난 16년 간 시행되었던 연예병사 제도가 사라지게 되었다.

이번 논란은 지난달 25일, 한 매체가 국방홍보지원대 소속 병사들 중 일부가 안마시술소에 출입했다고 보도하면서 촉발되었는데, 이번 사태와 관련된 병사 8명은 국방부 국방부 근무지원단 징계위원회에서 징계조치를 받게 된다.

중징계 대상은 이모 일병 등 7명이고 이모 상병은 경징계 대상이다.

이모, 최모 일병은 춘천 공연 후 숙소를 무단으로 이탈했고 김모 병장은 규정을 어기고 휴대전화를 반입해 사용하고 춘천 공연 후 정당한 사유 없이 부적정한 시간에 외출했다.

이모•김모•이모 상병은 휴대전화를 반입해 사용한 것으로 드러나 중징계를 받게 됐다.

국방부는 연예병사 15명은 다음달 1일부터 복무부대 재분류해 배치하기로 결정하였으며 이 가운데 잔여 복무기간이 3개월 이내인 3명은 국방부 근무지원단에 잔류시켜 일반 병사와 동일하게 근무토록 했다.

징계 대상인 6명은 징계 후 야전부대로 배치된다.

이들이 출연했던 국군방송 홍보 공연에는 외부 민간 출연자 및 재능 있는 일반 병사가 참여할 계획이며 국군방송 프로그램은 하반기에 내부 직원으로 교체하고 내년에는 민간 진행자를 선발하기로 했다.

연예병사에 대한 논란이 지난달 안마시술소 출입논란과 더불어 지난 1월에 한 연예매체가 가수 비가 배우 김태희와 연예병사 복무 도중 데이트를 즐겼다고 보도하면서 본격화되었다.

보도에 따르면 비는 복무 중에도 김씨와 데이트를 즐겼으며 1년간 휴가사용수가 71일에 달해 일반 병사들의 평균 43일보다 훨씬 많은 것으로 드러났다.

그 외에도 연예병사로 복무한 다른 연예인들도 일반병사보다 월등히 많은 휴가를 간 것으로 알려져 연예병사에 대한 특혜논란이 일었다. (코리아헤럴드)

Military abolishes ‘entertainment soldiers’

South Korea’s Defense Ministry announced Thursday it is abolishing the controversial “entertainment soldier” system, which assigned celebrities fulfilling their mandatory military service to a unit that produces TV and radio shows that promote the military.

“As a result of an inspection on the Defense Media Agency, we’ve decided to discontinue the (entertainment soldier) system,” the Defense Ministry said. The DEMA runs the special unit which manages entertainment solders.

“We feel strong responsibility for the insufficient supervision of the soldiers.”

Entertainment soldiers became a topic of dispute in January, when a local tabloid reported that singer Rain went on dates with actress Kim Tae-hee while on official duty. It was also revealed that Rain spent 71 days off duty that year, compared to the average of 43 days given to non-celebrity soldiers.

The incident touched off accusations of favoritism toward celebrity soldiers, which were further escalated last month when two celebrity soldiers were witnessed entering a massage parlor while on duty.

Military officials at the time explained the purpose of their visit as medicinal, but many expressed disbelief as many massage parlors in the country are known to offer sexual services.

Eight soldiers related to the incident were punished for their actions by the disciplinary committee.
