Cheong Wa Dae, South Korean presidential office, was responsible for the Cabinet's behind closed doors approval of a controversial military pact between Seoul and Tokyo, a government official here said Sunday.

The claim comes two days after South Korea delayed signing the General Security of Military Information Agreement (GSOMIA) with Japan. The government has been under fire for its procedural lapses, while the public has also balked at the prospect of a military pact with the nation's former colonial ruler.

"It was pointed out several times that approving the deal without disclosing it to the public was the wrong way to go about it," the official told reporters. "But it was Cheong Wa Dae's intention to keep this decision from the media."

Since the abrupt decision last Friday to postpone the pact and discuss the matter further with the National Assembly, this was the first confirmation of the presidential office's role behind the botched processes.

The official also said the foreign ministry was fully aware of how sensitive the public would be to signing such a deal, since Japan's repeated territorial claims to South Korean islets of Dokdo has fueled anti-Japanese sentiment.

"The ministry was of the opinion that we all had to be careful, knowing what sort of backlash the signing would generate," the official added.

The official also said Cheong Wa Dae ordered the foreign ministry, not the defense ministry, to oversee the signing of the pact. He contradicted an earlier claim by a government source that the transfer of responsibility was decided during a government foreign policy coordination meeting.

A second official said the government has learned its lessons from the debacle.

"Whatever we do, we shouldn't do it behind the backs of the public," the official said. "No matter how much it benefits the national interest, the public will not accept it if the government handles it unilaterally."

The official said before signing the GSOMIA, there will be "plenty of discussions" at the National Assembly starting Monday, when the inaugural session of the new parliament will open.

The signing of the GSOMIA, designed to boost exchanges of military intelligence on North Korea, has been a controversial issue as many South Koreans still resent Japan for its brutal rule over the Korean Peninsula from 1910 through 1945.

한일협정 비공개처리 청와대 의중


한일 정보보호협정이 지난달 26일 국무회의에서 비공개로 처리된 것은 청와대의 뜻이 반영된 결과라는 주장이 정부 부처 내에서  제 기됐다.

정부 고위 당국자는 1일 기자들과 만나 "국무회의 비공개 처리 방식이 잘못됐다 는 점을 여러 번 지적했다"면서 "의결 당시 언론에 알리지 않은 것은 청와대의 의중 이었다"고 밝혔다.

이는 주무부처인 외교통상부 관련부서에선 국무회의 의결 전에 엠바고(한시적 보도금지)를 걸고 언론에 설명할 필요가 있다는 의견을 제시했으나 청와대가 수용하 지 않았다는 관측을 확인해 준 발언으로 볼 수 있다.

협정 체결 불발 이후 정치권에서 김황식 국무총리와 외교안보라인 장관들의  책 임론이 불거지는 상황에서 국무회의 비공개 의결과 주무부처 변경 등 국내 절차를 사실상 청와대가 총괄했음을 정부 당국자가 처음 확인한 이 발언으로 인해 파문은 더욱 확산될 전망이다.

지난달 26일 국무회의에서 정보보호협정이 비공개 안건으로 상정돼 처리될 당시 이명박 대통령의 중남미 순방으로 청와대 외교ㆍ안보라인의 주요 인사들이 출장을 간 상황에서 서울에는 청와대 김태효 대외전략기획관이 남아 있었다.

이 당국자는 "외교부는 일본 관련 독도와 교과서 등의 문제를 늘 다뤄왔기 때문 에 일본에 대한 국민감정을 잘 알고 또 협정 체결 사실이 알려졌을 때 어떤 역풍이 불지도 알고 있었기 때문에 본능적으로 신중하게 처리하자는 의견이었다"고  강조했 다.

그는 주무부처가 국방부에서 외교부로 바뀐 것에 대해서도 "청와대의 지시였다"

며 "다만 일본 자위대는 정식군대가 아니어서 최종 서명을 국방 쪽에서 할 수 없어 서명이 외교당국 간에 이루어질 수밖에 없는 점도 영향을 미쳤다"고 설명했다.

그러나 정부의 한 고위소식통은 "외교안보정책조정회의에서 논의하는 과정에서 마지막(협정 체결)은 외교부가 하는 것이 맞다는 방향으로 정리된 것"이라고 전해 다소 온도차를 보였다.

이번 사태와 관련해 정부의 한 관계자는 "이번 일을 통해 깨달은 것은 무슨  일 을 처리하든 국민이 모르게 해서는 안 된다는 것"이라며 "아무리 국익에 도움이  된 다고 해도 국민은 일방적으로 한 부분에 대해서는 이해하지 못한다"고 지적했다.

이 관계자는 "내일부터 국회가 열리면 해당 상임위와 충분히 협의하면서 한일 정보보호협정을 추진할 필요가 있다"고 밝혀 협정 체결까지는 상당한 시간이 소요될 것임을 시사했다.

앞서 민주통합당 이해찬 대표는 이날 국회 당대표실에서 하금열 대통령실장의 예방을 받은 자리에서 "(협정안을) 국무회의 즉석안건으로 처리한 것은 절차도,  내 용도 문제"라며 "총리가 책임져야 할 사안이며 대통령이 해임하지 않으면 국회에서 불신임안 결의가 나갈 수밖에 없다"고 말했다. (연합뉴스)
