Defense contractors made illegal profits with military maintenance

The state auditing agency and the defense ministry have uncovered major illegal profiteering schemes in military logistics and are investigating for further irregularities, a government source said Wednesday.

The Board of Audit and Inspection (BAI) and the ministry launched a joint investigation into the logistics commands of the Army, Navy and Air Force in November last year, the source said.

They did so after learning two defense contractors had pocketed large sums of money illegally by faking maintenance on Air Force fighter aircraft and transport jets, the source said.

"Two defense contractors are suspected of making illegal profits," the source added. "The sums amount to about 25 billion won (US$22.4 million)."

The contractors allegedly claimed costs for maintenance work they did not do and also forged tax documents to make those profits, the source said.

According to the source, the BAI launched its investigation after the crash of a Lynx helicopter in April 2010. Investigators of the crash said a maintenance company had lied about replacing parts on the Lynx chopper. The BAI and the ministry officials are reviewing all maintenance and repair works commissioned by the logistics commands of the Army, Navy and Air Force to private firms from 2006 to 2010, the source added.

A BAI official acknowledged an ongoing investigation, but declined to comment further on the matter.

The BAI is expected to wrap up its investigation in the near future and determine if any active military officers are accountable for their lack of oversight in their dealings with contractors.

초대형 군수비리..허위정비 250억 빼돌려

감사원과 국방부가 육ㆍ해ㆍ공군 군수사령부에 대한 합동감사를 벌여 250억원대의 '군수비리'를 적발한 것으로 알려졌다.

감사원은 작년 11월부터 국방부 감사관실과 합동으로 각 군 군수사령부에 대한 감사를 진행 중이라고 정부의 한 고위 소식통이 8일 밝혔다.

감사원과 국방부는 지금까지 진행한 감사에서 업체들이 공군 전투기와 수송기 등 군용기 정비과정에서 허위 정비 등의 수법으로 거액의 부당이득을 챙긴 사실을 적발한 것으로 전해졌다.

소식통은 "업체 2곳이 부당이득을 취한 혐의를 받고 있다"면서 "부당이득금 규모가 250억원대에 이른 것으로 안다"고 말했다.

국내 정비 업체들은 부품교체 과정에서 실제 정비를 하지 않았는데도 정비를 한 것처럼 꾸미거나 정비 가격 부풀리기, 허위 세금계산서 발급 등의 수법으로 부당하게 돈을 타낸 것으로 알려졌다.

감사원은 링스헬기 정비 업체가 부품을 새것으로 교체한 것처럼 속여 2010년 4월 헬기가 추락한 사건을 계기로 감사에 착수한 것으로 알려졌다. 지난 2006년부터 2010년까지 5년간 각 군 군수사령부에서 정비업체에 맡긴 외주 사례가 모두 감사 대상인 것으로 전해졌다.

감사원의 한 관계자는 "각 군 군수사령부에 대한 감사가 진행 중인 것은 맞다"면서 "현재 감사가 진행 중이기 때문에 구체적으로 밝히긴 곤란하다"고 말했다.

감사원은 현재 막바지에 와 있는 감사가 종료되면 결과를 발표하고 정비업체를 부실하게 관리했거나 원가계산 업무를 소홀히 한 현역 군인들을 징계토록 각 군에 통보할 것으로 전해졌다.
