Senior presidential secretary denies his involvement
Prosecutors are expanding their probe into a vote-buying scandal involving former and current Grand National Party members as fresh allegations emerged that a party official attempted to bribe non-parliamentary members before the 2008 leadership contest.
Investigators questioned Ahn Byeong-yong, chief of the ruling party’s district council in Seoul, over the allegations for a second straight day on Thursday.
Ahn is suspected of having offered 20 million won ($17,300) to five local party officials to bribe the secretary generals of the party’s 30 district councils in the capital. The money was returned later, according to sources.
The alleged bribery took place before the GNP held the leadership convention in July 2008, won by Park Hee-tae, currently National Assembly speaker, according to the Seoul Central District Prosecutors’ Office.
The prosecution plans to soon summon several of the local party officials who were told to bribe the local council members.

Ahn used to be a close associate of GNP Rep. Lee Jae-oh, who had long been regarded as the party’s kingpin due to his close ties with President Lee Myung-bak. After failing to win a seat in the 2008 general elections, Ahn joined a campaign to help Park take the party’s helm.
The high-profile investigation was launched after GNP Rep. Koh Seung-duk revealed last week that his office returned 3 million won that Park’s former secretary delivered several days before the leadership contest.
Prosecutors are also investigating allegations that Kim Hyo-jae, currently senior presidential secretary for political affairs, telephoned Koh after his office returned the money to Park’s side. Koh was at the time spearheading the campaign for Park.
Kim flatly denied it, saying that he has never spoken with Koh before. Prosecutors are considering summoning Kim for questioning.
The escalating scandal has dealt a critical blow to the already embattled party struggling to reestablish its image ahead of parliamentary and presidential elections this year.
Some have raised allegations that other former party chiefs or presidential candidates might have engaged in election irregularities, highlighting the need to carry out an exhaustive reform, so as to restore public trust.
Park, who has renounced his GNP affiliation in accordance with a customary rule to become a neutral parliamentary chief, has denied the allegations.
Park departed for Tokyo for his official overseas trip on Sunday that includes visits to Uzbekistan, Azerbaijan and Sri Lanka. He is to return home next Wednesday.
The GNP has called on Park to take “responsible action” and respond to the prosecutorial investigation upon his arrival here after the overseas trip. This has been construed by some as the party’s indirect call for his resignation.
Investigators also questioned Koh Myeong-jin, Park’s former secretary, for a second consecutive day, for his involvement in the bribery scandal.
Koh admitted to having received the money Rep. Koh returned, but denies he was the one that handed the money to Koh’s office. By questioning him, investigators are trying to find out who gave the money and who orchestrated the alleged bribery scheme.

이에 따라 검찰은 돈 봉투를 전달한 인물을 유일하게 목격한 고 의원실 전 여비 서 이모씨를 다시 불러 늦게라도 고씨와 대질하는 방안을 고려하고 있다.
검찰은 고씨가 돈 봉투 전달 혐의를 부인함에 따라 당시 박희태 후보 캠프에서 고씨의 상관으로 있었던 한나라당 전 의원 보좌관 출신 이모씨와 박 의장 전 보좌관 출신 조모씨를 소환 조사하는 방안을 검토 중이다.
두 사람은 당시 캠프 상황실장을 맡았던 김효재 청와대 정무수석과 함께 핵심역 할을 한 인물로, 조씨는 재정과 조직을 맡았고 이씨는 공보·메시지업무를 담당했다 .
검찰은 이들이 고씨를 비롯한 부하 직원에게 돈 봉투 심부름을 시켰을 가능성이 있는 것으로 보고 있으며, 고씨를 상대로 한 조사에서 당시 캠프 운영 상황에 관한 진술을 받아낸 것으로 전해졌다.
검찰은 앞서 고 의원에 대한 참고인 조사에서 박 후보 캠프에 돈 봉투를 돌려준 뒤 고 의원에게 전화를 걸어와 '왜 돈을 돌려주느냐'고 물어본 인물이 김효재 정무 수석이라는 진술을 확보한 것으로 알려졌다.
검찰은 따라서 김 수석에 대한 소환 조사도 불가피한 것으로 판단하고 있다.
김 수석은 그러나 관련 의혹을 전면 부인하면서 "고 의원과는 말을 섞어본 적이 없다"고 반박하는 것으로 전해졌다.
검찰은 원외 인사인 안 위원장을 상대로도 전대 당시 지역구 구의원 5명에게 현 금 2천만원을 건넨 뒤 서울지역 30개 당협 사무국장에게 50만원씩 전달하라고 지시 한 혐의를 거듭 확인하고 있다.
안 위원장은 친이계 핵심인 이재오 의원의 최측근으로 2008년 18대 총선 때 이 의원과 나란히 서울 은평 갑ㆍ을에 출마했으나 고배를 마셨으며, 이후 박희태 대표 후보 캠프에 합류했다.
검찰은 전날 안씨에 대한 조사에서 구의원들에게 금품을 건넸지만 되돌려 받았 다는 진술을 받아낸 것으로 알려졌다.
검찰은 지난 10일에 이어 이날도 당시 돈을 건네받은 구의원 2~3명을 소환해 금 품수수 경위를 조사했다.
안씨 측은 그러나 "금품을 건넨 혐의를 부인했다. 혐의가 없다는 점을 입증할 소명자료를 갖고 다시 출석했다"고 말했다.
검찰은 안씨가 금품 선거를 목적으로 돈을 뿌린 사실이 인정되는 만큼 조사가 끝나는 대로 구속영장 청구를 포함해 사법처리하는 방안을 검토 중이다.
검찰은 박 후보 캠프 관계자들에 대한 조사를 모두 마쳐놓고 박 의장이 오는 18 일 귀국하면 설 연휴 이전에 소환 조사하는 방안을 검토하고 있다.
검찰은 또 박 의장이 수사 착수 직후 고씨와 국제전화로 여러차례 통화했다는 의혹과 관련해 고씨의 휴대전화 통화내역을 확인하고 있는 것으로 알려졌다. (연합뉴스)
