N. Korea welcomes S. Korea mourners, raps Seoul

North Korea will accept any South Korean delegations that want to express condolences in Pyongyang for the death of leader Kim Jong-Il, the North's official website said in a posting seen Friday.

"A wide variety of people in South Korea are eagerly asking for a visit to express condolences," said the Uriminzokkiri website in a post dated Thursday.

It said the North would "respectfully accept all types of South Korean delegations hoping to visit to express condolences and they have taken steps to open all air routes, and land routes through (the border town of) Kaesong".

Uriminzokkiri said the safety of South Korean visitors would be guaranteed.

"This is a sign of our courtesy and respect for the warm heart of South Koreans who wish to share the sorrow of our biggest national mourning."

The South's government, in a conciliatory move at a time of high tensions, expressed sympathy this week to the North's people following Kim's death last Saturday.

But the Seoul government, which must by law authorise all contacts between South and North Koreans, has said it will permit only two delegations to attend the late leader's funeral next Wednesday.

The North's latest announcement appeared to be a move to wrong-foot it.

Uriminzokkiri criticised the decision and accused Seoul of trying to escalate confrontation through its talk of a military alert.

"These are intolerable actions mocking and insulting our dignity," it said.

"The South Korean government's action in banning... visits to express condolences is an unacceptable and uncivilised action against humanity," the website said, adding it could have a "significant impact" on relations.

Uriminzokkiri also called on the Seoul government to "show necessary actions of respect".

It added: "We will keep in mind those who do not understand even the most basic actions of respect and humanity and who insult our dignity, and we will make them pay a very expensive price for that for years to come."

Seoul said Tuesday it would not send a government mourning delegation to Pyongyang. But it would allow the families of South Korea's late President Kim Dae-Jung and of former Hyundai group chairman Chung Mong-Hun to attend the funeral.

Kim Dae-Jung and Kim Jong-Il held the first-ever North-South summit in 2000 and the Hyundai Group pioneered cross-border business exchanges.

The North has said it would not host foreign delegates at the funeral but South Koreans are not considered to be foreigners. (AFP)

북한이 남측의 조문단을 모두 수용하겠다는 뜻 을 밝혀 남북간 갈등의 새로운 불씨로 떠올랐다.

북한의 대남선전용 웹사이트인 '우리민족끼리'는 23일 '남측 조객들에 대한 우리의 성의있는 조치'라는 글에서 "우리의 해당 기관에서는 조의 방문을 희망하는 남 조선의 모든 조의 대표단과 조문사절을 동포애의 정으로 정중히 받아들이고 개성 육 로와 항공로를 열어놓는 조치를 취했다"고 밝혔다.

이 사이트는 "체류기간 남조선 조문객들의 모든 편의와 안전은 충분히 보장될 것"이라며 "이것은 대국상의 슬픔을 함께 나누려는 남조선 각 계층의 뜨거운 추모의 마음에 대한 우리의 예의와 성의 표시"라고 설명했다.

특히 우리민족끼리는 "남조선 당국은 그것(조문)이 앞으로 북남관계에 미칠 엄 중한 영향을 생각해야 한다. 지금 북남관계는 중대한 기로에 놓여있다"며 "남조선 당국이 어떻게 나오는가에 따라 북남관계가 풀릴 수도 완전히 끝장날 수도 있다"고 밝혔다.

그러나 우리 정부는 김대중 전 대통령과 정몽헌 전 현대그룹 회장의 유족에게만 조문을 허용하는 제한적 조문 승인 방침이어서 경우에 따라서는 남북 간에 새로운 갈등 요인으로 작용할 것으로 보인다.

이명박 대통령 22일 여야 교섭단체 대표•원내대표와 한 회담에서 "우리가 이런 (조문) 문제를 갖고 흔들리면 북한이 남남갈등을 유도할 수도 있다"며 "이번에 조문을 예외적으로 인정한 것은 답방 기준으로 정한 것"이라고 설명했다.

이런 가운데 국내 일부 민간단체는 자체적으로 조문단을 구성해 방북할 계획이어서 정부의 승인 여부에 관심이 집중된다.

6•15공동선언실천 남측 위원회는 조문단 구성에 착수키로 했고, 한국기독교회 협의회(NCCK)도 북한 조선그리스도교연맹으로부터 조문단 파견에 대한 긍정적인 답 변을 받고 정부에 조문단 방북신청을 할 계획이다.

민족화해협력범국민협의회(민화협)은 통합된 민간조문단을 구성해 파견한다는 방침을 세우고 정부와 협의할 예정이다.

앞서 북한은 22일 판문점 적십자 채널을 통해 김 위원장에 대한 이희호 여사와 현정은 현대그룹 회장의 조문 방북을 수용하겠는 뜻을 전해왔다.
