Some Australian construction companies based in Sydney have been accused of maltreatment of immigrant workers, labor unionists said.
The Construction, Forestry, Mining and Energy Union (CFMEU) of Australia claimed they are taking advantage of foreign workers by hiring them through illegitimate procedures while paying wages below minimum level.
CFMEU estimated that of 13,000 temporary foreign workers in New South Wales, 3,000 of them were illegal. About 40 construction sites in Sydney are known to recruit illegal workers regularly.
An official from the organization told the Sydney Morning Herald, “There seems to be large increases of Chinese, Korean and Sudanese being abused.”
Malcolm Tulloch from the union also said that some workers receive as little as A$3 ($3.25) per hour, well below the legal minimum rate of A$15.
The Department of Immigration had issued 609 Illegal Worker Warning Notice to employers nationwide between 2009 and 2010, where 84 companies received more than one warning.
Meanwhile, the Australian government plans on enhancing its regulations concerning hiring foreigners, including charging a fine of A$10,000 for each illegal alien worker, who mostly pass immigration with student, working holiday or business visas.
Those unlawfully employed are to be immediately deported and responsible for their own costs involved in the process.

호주 건설삼림광산에너지노조(CFMEU) 뉴사우스웨일스주 지부는 “20여곳의 시드니 건설회사들이 불법체류자와 학생비자(F1) 소지자 등 임시비자 소지자들을 채용하면서 최저임금에 훨씬 못미치는 수준의 임금을 지급하고 있다”며 “이를 통해 막대한 이익을 챙기는 한편 법망도 교묘히 피하고 있다”고 주장했다고 일간 시드니모닝헤럴드가 25일 전했다.
노조는 주로 한국과 중국, 영국 등지에서 온 임시체류 비자소지자와 비자체류 기한을 넘긴 불법체류자들이 주로 피해대상이 되고 있다고 지적했다.
이들 건설회사는 또 불법취업 과정에서 다른 합법적인 근로자들의 채용 관련 자료들을 도용하기도 한다고 노조는 주장했다.
말콤 털로흐 CFMEU 뉴사우스웨일스주 지부 사무장은 “시드니에서 영업중인 최대 40개 건설회사들이 상시적으로 불법체류자 등을 고용하고 있는 것으로 보인다”며 “이를 미끼로 이들에게 최저 시간당 3호주달러(3천500원상당)를 지급하기도 한다”고 주장했다.
호주의 최저임금이 시간당 15호주달러(1만7천300원상당)임을 감안할 때 이들이 받는 임금 수준은 법정임금의 20%에 그친다.
털로흐는 “현재 주 관내에서는 3천여명이 불법으로 일하고 있는 것으로 파악되고 있다”며 “이들을 포함, 건설현장에서 일하고 있는 임시체류 비자소자자들은 1만3천여명으로 추산된다”고 말했다.
이와 관련, 연방정부 이민시민부는 2009회계연도(2009년 7월~2010년 6월)에 모두 609건의 불법근로자 채용경고를 관련 업체에 발송한 바 있다.
84개 업체는 2건 이상의 경고를 받아 최고 6만6천호주달러(7천600만원)의 벌금을 부과받았다.
이에 앞서 호주 정부는 지난 21일 외국인 불법고용 업주에 대한 처벌을 대폭 강화하기로 했다.
호주 정부는 학생비자를 비롯해 워킹홀리데이비자, 사업비자 등을 취득한 외국인들을 불법으로 고용하는 업주에 대해 적발시 외국인 1인당 1만호주달러(1천150만원)의 벌금을 부과하기로 했다고 밝혔다.
또 적발된 불법취업 외국인들에 대해서는 즉시 추방하고 항공료 등 관련 비용을 전액 부담시키기로 했다.
