Members of organized crime outfit “Bookmoonpa” were arrested for violations of the Act on Punishment of Violence etc., according to Gyeonggi Provincial Police Agency.
The mob’s vice-leader, surnamed Choi, and 15 other members were detained, while another 74 were booked without detention.
The group was organized in Suwon in 1983 by their leader, surnamed Kim, who is now abroad. Therefore, Choi is believed to be behind practically all of the gang’s criminal activities and has acted as their national leader.
Police said Bookmoonpa were involved in some construction projects in the Hwaseong region, interrupting businesses and demanding payment in return for stopping their disruptions.
Police also said they threatened bars and clubs in Suwon, forcing them to hire their members while they extorted “protection fees” and forced them to use designated alcohol distributors.
The group is also believed to have funded its activities through illegal casinos or unregistered loan sharks.
Whenever a gang member was arrested, it is said that they threatened the victims in order to get them to change their testimony and even went to hospital emergency rooms to stop any reports.
The police said this arrest will contribute to the weakening national network of the mob.

수원일대 이권개입 폭력조직 ‘북문파’ 89명 검거
경기경찰청 광역수사대는 16일 수원일대 유흥가를 중심으로 각종 이권에 개입하고 금품을 갈취한 혐의(폭력행위등처벌에관한법률위반)로 ‘북문파’ 부두목 최모(45)씨 등 15명을 구속하고 74명을 불구속 입건했다고 밝혔다.
이 조직은 1983년 12월 두목 김모(60)씨를 주축으로 수원에서 결성돼 현재 조직원 80여명이 활동 중인 전국구 폭력조직으로 해외 체류중인 두목 대신 이번에 검거된 최씨가 사실상 조직을 관리해온 것으로 경찰은 보고 있다.
경찰에 따르면 부두목 최씨 등은 2008년 9월 화성시 소재 건설시행사의 사업 이권에 개입해 업무방해하고 협박해 2억원 상당을 갈취하는 등 2007년부터 최근까지 각종 이권에 개입하거나 유흥업주나 영세업체 등을 상대로 금품을 갈취한 혐의를 받고 있다.
또 다른 폭력조직의 유흥업소 영업이권 개입을 막기 위해 2008년 2월 수원 모 나이트클럽과 연계해 개업을 준비하던 타지역 폭력배를 협박해 이권 개입을 포기하게 만들고 자신들이 이권에 개입한 혐의도 받고 있다.
2007년 10월에는 수원 인계동 유흥업소의 영업권을 장악하기 위해 자신들이 결성한 연합회에 업주들을 가입시키고 조직원을 업소에 취직시켜 보호비를 뜯고 주류납품 등 이권에 개입한 것으로 조사됐다.
이들은 수원은 물론 충북 음성까지 세력을 넓혀 ‘바지사장’을 두고 유흥업소, 불법오락실, 무등록 대부업소를 운영하고 도박장을 개장하는 등 수법으로 5억여원의 불법 수익을 챙겨 조직활동자금으로 사용한 것으로 드러났다.
이밖에 하부조직원이 구속되면 피해자를 찾아가 조직원에게 유리하게 진술을 번복하도록 강요하고, 폭행 피해자를 병원 응급실까지 따라가 신고하지 못하도록 협박도 했다고 경찰은 밝혔다.
경찰 관계자는 “이번 수사로 소문으로만 떠돌던 북문파 부두목의 이권개입 범죄사실이 확인돼 전국구 폭력조직의 세력을 와해시키는 성과를 거뒀다”고 말했다.
