MILAN (AFP) - Italian Prime Minister Silvio Berlusconi's trial on charges of sex with an underage prostitute and abuse of power opens in Milan on Wednesday after a dramatic build-up that has dented his popularity.
The billionaire tycoon is no stranger to the dock after years of investigations and trials linked to his business interests but this will be the first time that his tumultuous personal life is exposed in a courtroom.
Berlusconi himself will not be attending the preliminary hearing, a member of his defence team told AFP on condition of anonymity, and the judges are expected to delay the official start of the trial to May or even June.
On the eve of the hearing, Berlusconi's coalition in parliament approved a motion that challenges the prerogative of the court in Milan to try the prime minister indicating the case should be heard by a special court for ministers.
The vote, which is non-binding and will not halt the trial but opens the way for the Constitutional Court to consider the matter, was branded as "shameful" and "unconstitutional" by the opposition.
The twice-divorced 74-year-old has made no secret of his love for beautiful young women but vehemently denies having sex last year with then 17-year-old nightclub dancer Karima El Mahroug -- better known as "Ruby the Heart Stealer".
Berlusconi also says he ensured she was released from police custody after she was detained for theft in order to avoid a diplomatic incident because he thought she was the niece of former Egyptian president Hosni Mubarak.
Mahroug, who has also denied having sex with Berlusconi, is not expected to attend Wednesday's hearing which comes after months of wire taps by prosecutors in Milan that have been splashed across Italian tabloids.
The underage sex charge carries a maximum sentence of three years, while the abuse of power accusation is punishable by up to 12 years in prison.
Berlusconi has laughed off the charges, which he describes as "absurd".
But his ratings have been hit, plunging to a new record low of 33 percent in March according to a poll by Italy's IPR Marketing Institute.
Hundreds of thousands of women took to the streets in Italy to protest against the playboy tycoon after the scandal first broke, and rejoiced when it transpired the ageing Latin lover would be judged by a panel of three women.

실비오 베를루스코니 이탈리아 총리의 명운이 걸린 미성년 성매매 혐의에 관한 재판이 6일(현지시간) 밀라노 법원에서 시작된다.
`세계에서 가장 기소를 많이 당한 사람'을 자처하는 베를루스코니 총리는 그동안 셀 수 없을 정도로 많은 부패와 탈세 등의 혐의로 기소되고서도 살아남았지만, 모로코 출신 10대 나이트클럽 댄서 카리마 엘-마루그(일명 루비)와의 미성년 성매매 혐의는 유죄 입증 시 그의 정치생명을 끝장낼 수 있을 정도로 치명적이다.
이탈리아 하원은 5일 오후 성매매 혐의 재판을 맡고 있는 밀라노 법원으로부터 재판관할권을 박탈해 특별법원에서 다루도록 하는 내용의 `방탄 발의안'을 여당 주도로 통과시켰지만, 6일 재판은 예정대로 열린다.
앞서 베를루스코니 총리 측 변호인단이 지난달 18일 성매매 사건에 관한 법원의 첫 심문 일정을 연기해달라고 한 요청도 받아들여지지 않았다.
일단 베를루스코니 총리는 300명 이상이 목숨을 잃은 라퀼라 지진 2주기 행사 참석을 이유로 6일 재판에 출석하지 않기로 했다.
총리의 불출석에도 불구하고, 밀라노 법원 주변에는 하루 전부터 세계 곳곳에서 모여든 방송 카메라가 진을 치고 세기의 성추문 재판이 열리기를 기다리고 있다고 AP와 AFP 등 외신들이 전했다.
현지 일간지 라 스탐파는 "이번에는 해외 비밀 계좌나 조세 피난처에 관한 것이 아니라, 섹스와 돈, 권력에 관한 재판"이라고 보도했을 정도로 이번 재판은 세간의 관심을 집중시키고 있다.
총리의 변호인단이 지난달 말 신청한 78명의 증인 명단 가운데 할리우드 유명배 우 조지 클루니와 축구스타 크리스티아누 호나우두(레알마드리드), 4명의 장관과 이탈리아 연예계의 거물급 인사들이 포함돼 있는 점도 실제 이들의 출석 여부와 무관하게 언론의 주목을 끄는 요소다.
검찰은 베를루스코니 총리가 지난해 2월부터 5월 사이에 당시 17세로 미성년자이던 루비와 13차례 대가를 주고 자신의 빌라에서 성관계를 가졌고, 루비가 절도죄로 체포됐을 때 경찰에 전화를 걸어 석방 압력을 넣어 권력을 남용한 혐의로 기소했다.
베를루스코니 총리와 루비는 모두 성매매 혐의를 부인하고 있으며, 베를루스코니 총리는 권력남용 혐의에 대해서는 호스니 무바라크 전 이집트 대통령의 친척이라는 루비의 말을 믿고 외교적 마찰을 피하기 위해 전화를 한 것이라고 변명했다.
이탈리아에서 성매매는 합법이다. 하지만, 미성년자와의 성매매는 징역 6개월에서 3년형에 해당하며, 권력 남용죄는 징역 4년에서 12년에 해당하는 중범죄다.만약 베를루스코니 총리가 이번 재판에서 5년 이상의 형을 받으면 향후 어떤 공직도 맡을 수 없다.
미성년 성매매 추문이 터진 이후 베를루스코니 총리의 지지율은 점점 추락하고 있어 집권여당의 지위를 흔들고 있다.
이탈리아 유력 일간지 코리에레 델라 세라가 지난달 30~31일 유권자 1천868명을 대상으로 실시한 여론조사에서 지지율은 33%에 그쳤다. 베를루스코니의 지지율은 지난해 5월 50%, 9월 41%, 올해 1월 36%로 뚜렷한 하락세를 보이고 있다.
베를루스코니는 이밖에도 위증을 대가로 영국인 조세 전문 변호사 데이비드 밀즈에게 60만 달러를 제공한 혐의와 자신이 소유한 언론기업 메디아셋의 영화 판권 거래액 부풀리기, 탈세 등 3건의 재판에도 출석해야 한다.
