Former N.K. soldiers testify about worsening food and rights conditions

North Korean soldiers are increasingly plagued by malnutrition and human rights abuses amid the communist state's worsening food shortage, according to testimonies made here Monday by a number of former North Korean soldiers who defected to South Korea.

"I was 155 centimeters high and weighed 42 kilograms when I entered the military, but my weight was reduced to 31 kilograms in two years," Paek Hwa-seong, one of the defectors, said at the seminar hosted by North Korea Strategy Center, a Seoul-based conservative private think tank on human rights in the communist state.

"My hair almost fell out after turning yellow and I was bony," Paek, who worked for a tank unit of the Fifth Corps of the People's Army before defection, said while testifying about malnutrition among soldiers.

Park Myeong-ho, a former captain, said starving soldiers have often stolen food from civilians, which created a saying in the North that the best place to live is where there is no military unit.

He said there could be a rise of anti-Kim Jong-il forces in the North as pro-democracy movements sweep the Middle East.

"Some claim there is no possibility of revolt in North Korea, but I think, once ignited, the fire of democratization can turn around the current situation in a short period because of the collective nature of the North Korean society," Park said.

North Korea's female soldiers suffer from serious sexual harassment in addition to malnutrition and poor supply of necessities, according to Choi Hee-kyung, a female defector who worked as an instructor at the North Korean Air Force Command.

"Sexual harassment on female soldiers was so serious that they had to endure a physical touch. Some got pregnant from sexual assault and had to work wearing a maternity belt," Choi testified.

The women often had months without menstruation as a result of malnutrition, she said.

"Kim Jong-il spends about US$10 million a year for his health, but the People's Army, called the army of the leader, and other people are starving to death with no rice to eat," said Lee Yun-gol, chief of the institute.

북한 인민군 출신 탈북자들이 21일 북한군의 인권유린 상황에 대해 증언했다.

인민군 5군단 탱크부대에 근무했던 백화성씨는 이날 서울 사랑의열매회관에서 사단법인 북한전략센터 주최로 열린 '북한 인민군 병영생활과 인권' 세미나에서 "키155㎝에 42㎏의 몸으로 입대했는데 2년만에 몸무게가 31㎏으로 줄었다"며 "머리카락은 노랗게 변해 거의 다 빠졌고 뼈가 다 드러날 정도로 앙상했다"고 당시의 영양상태를 설명했다.

백씨는 "북한 주민이 굶어죽는 것은 자신들에게 인권이 있다는 사실을 모르기 때문"이라며 "이들이 자신들의 권리를 깨달을 수 있도록 해야 한다"고 강조했다.

박명호 전 인민군 대위는 "지급되는 것은 쌀뿐인데 자체적으로 사택, 막사 등을 지으라고 하다보니 쌀을 팔 수밖에 없는 상황이 온다"며 "굶주린 군인이 주민들의 식량을 훔치는 상황이 반복되면서 '군대 없는 곳이 가장 살기 좋은 곳'이라는 말도 나온다"고 전했다.

박 전 대위는 최근 이집트 등 중동 민주화 시위와 관련, "일각에서는 북한 내부의 반발 가능성이 없다고 주장하지만, 조직사회라는 북한의 특성상 민주화의 불이 붙으면 단기간에 상황을 역전시킬 수 있다"고 내다봤다.

북한 공군사령부에서 지도원으로 근무한 최희경(여)씨는 "여성 군인에 대한 성희롱이 심각해 신체 접촉도 참고 넘겨야 했고, 성폭행으로 임신해 복대를 두르고 근무하는 경우도 있었다"며 "영양실조로 생리가 끊기는 경우도 허다했고, 생리대는 1년에 겨우 한번 지급될 정도로 공급이 열악했다"고 증언했다.

이윤걸 북한전략정보서비스센터 대표는 "김정일 국방위원장의 건강을 위해 쓰는 돈이 한 해에 1천만달러인데 '김정일의 군대'라는 인민군과 그의 주민은 쌀이 없어 굶어 죽고 있다"며 "인권의 개념조차 갖지 못한 북한군에 최고지도자에게 충성을 바치는 '수령결사옹위'보다 중요한 것이 있다는 사실을 알려야 한다"고 말했다. (연합뉴스)
