The highly contagious foot-and-mouth disease, which has forced South Korea to order the culling of nearly 2 million head of livestock, appears to have broken out in North Korea, too, according to officials.

Citing recent visitors to the impoverished communist country, South Korean government officials said Tuesday that the North is believed to be stepping up its quarantine efforts after outbreaks of the deadly animal disease were reported.

"Military personnel are said to have been mobilized in the fight," one official said, speaking on condition of anonymity because the information was currently classified as intelligence.

It remains unclear where the foot and mouth disease, if confirmed, may have originated, but since November, South Korea has been struggling to contain the disease on its soil.

North Korea has banned the inflow of pork and beef from South Korea since late last month for fear that the disease may spread there.

In 2007, North Korea suffered outbreaks of foot-and-mouth disease, prompting South Korea to dispatch a team of animal health experts amid a mood of reconciliation.

South and North Korea are divided by one of the world's most heavily fortified borders. Most cross-border exchanges have come to a halt over the last three years after the conservative Lee Myung-bak government took power in South Korea with a hard-line stance on the North's nuclear arms programs.

Foot-and-mouth disease is highly contagious and affects cloven-hoofed animals like cattle, pigs, deer, goats and sheep. The disease causes blisters on the mouth and feet of livestock and leads to death. It is rarely transmitted to humans. Direct contact between animals can spread the disease, and it can be carried through the air and on clothing.

당국자 "북한지역에 구제역 발생 첩보"

북한에서 구제역이 발생했다는 징후가 있는 것으로 전해졌다.

정부 당국자는 18일 "북측 지역에서 지난해 말 구제역이 발생했다는 첩보가 있다"고 말했다.

다른 당국자도 "방북한 일본인 등으로부터 북한에 구제역이 발생했다는 얘기를 들었다"고 전했다.

이에 따라 북한은 방역에 비상이 걸린 것으로 전해졌다. 정부 당국자는 "북한은 군 부대 등을 동원해 전국적으로 소나 돼지 농장에 대한 소독을 강화하고 있는 것으로 안다" 고 말했다.

지난해 말 일본 내 대북인권단체인 '구출하자, 북한 민중 긴급행동 네트워크'(R ENK)의 이영화 대표는 익명을 요구한 '북한 내 소식통'을 인용해 평양시 강동군 구빈리에서 구제역이 퍼지고 있다는 사실을 확인했다고 전한 바 있다.

북측은 구제역 발생 여부에 대해 공식 언급을 하지 않고 있으며, 국제기구를 통 한 지원요청도 하지 않은 것으로 전해졌다.

통일부 당국자는 북한에서의 구제역 발생 및 이와 관련한 대북 지원 여부에 대해 "구제역 발생 징후가 있다는 얘기는 듣고 있지만, 공식적으로 확인하기에는 어려움이 있다"며 "상황을 예단에서 지원 여부를 말할 상황은 아니다"고 말했다.

정부는 지난 2007년 국제기구를 통해 북한의 구제역 발생 사실을 확인하고, 남북협력기금을 통해 구제역 방역 약품 22종과 방제장비 29종 등 총 26억4천여만원어치를 지원했다.
